On 10 December, Chancellor Rachel Reeves formally launched Phase 2 of the Government’s Spending Review, which will determine government spending plans for 2026-28. While the exact date for the Spring Budget is yet to be announced, the Treasury has invited stakeholders to submit evidence to the Spending Review via a portal, with a deadline of 9 February 2025.

As part of this process, AREF has prepared and submitted a representation today to highlight key industry concerns and recommendations. A representation is a formal written submission to HM Treasury, designed to provide insights on government spending priorities and propose policy measures that could influence departmental budgets and resource allocation over the Spending Review period.

Our submission focuses on the following critical areas:

  • Operational challenges for DC pension schemes – Addressing the barriers these schemes face when looking to invest in productive finance.

  • Maintaining the UK’s investment appeal – Ensuring the UK remains a competitive destination for overseas investors in an increasingly global market.

  • Planning process efficiency – Advocating for improvements to the speed and complexity of the planning system to facilitate investment and development.

  • Energy data collection – Supporting the effective collection of energy performance data to help achieve net zero carbon goals.

  • Regulatory certainty – Providing a stable regulatory environment to encourage retail investment in authorised property funds.

  • HM Land Registry backlogs – Addressing delays that negatively impact investor confidence in the UK property market.

Additionally, we have expressed our support for the introduction of secondary legislation to enable the Reserve Investor Fund (RIF) to contribute to the financial sector’s growth.
